Candidate for Half Moon Bay City Council

Half Moon Bay has been my home for over
30 years. My wife (Pam Cunha Muteff) is fourth generation HMB. I want
to see our fifth generation children stay and flourish in this city.
As residents of HMB, we now find ourselves in a difficult spot. With
the Beachwood judgment settled, we will be paying over $1 million
a year for 30 years to satisfy the penalty. With this dominant issue
and others, I believe we need clear vision and direction.
Over the next four years, I will do my best to see the City:
Create additional long-term revenue streams to offset some of the
yearly $1M penalty we will be paying.
Put the Planning Commission and other resources to work cleaning up
our current LCP to provide the solid base needed to update it.
Keep our government as open as possible – a communication issue that
requires both listening and sharing.
I love this place as much as anyone, and, if elected, I will provide
a non-stop drive to accomplish as much as possible for the benefit
of our residents and our environment.

Candidate for Half Moon Bay City Council

Rick Kowalczyk (Ko-wal-chek) is an action oriented father, community leader, and businessman with deep roots in the Coastside. Rick was motivated to join Half Moon Bay City Council because of his passion to strengthen the fabric of our community for the families that live here. Rick will bring a new facet to the Council, with his hands-on experience working within the community, successful track record as a business consultant for world-class companies, and exemplary education with emphasis on strategy and economics.
Rick has been a stable force within the community, having led multiple
youth organizations through the Community United Methodist Church,
as a member of the Board of Directors for the Cabrillo Education Foundation,
and most recently as founder and acting director of ASPIRE, a college
prep after-school program offered through Cunha Intermediate School.
Enhancing both the quality and number of positive opportunities for
youth on the coast is a foundation element of Rick’s campaign.
Professionally, Rick is the founder and Managing Partner of Medallurgy, LLC, a business consulting firm focused on defining and driving winning strategies that connect the dots between intent and results. Rick pioneered the Medallurgy consulting approach that is based on structured problem solving, clear strategic plans, and measurable outputs. Prior to Medallurgy, Rick led strategy consulting within a global marketing agency, drove business transformation projects as a consultant with Pricewaterhouse Coopers, and developed product innovations as an engineer with The Procter and Gamble Company.
Rick grew up in Detroit Michigan, graduated Magna Cum Laude with a Bachelor of Mechanical Engineering degree from the University of Detroit, and subsequently earned an MBA from the Tuck School of Business at Dartmouth College. Rick found in Half Moon Bay a community with passion for living amidst unprecedented natural beauty, and has made it his home for nearly 10 years now.
In addition to spending time with his amazing wife and wonderful daughters,
Rick enjoys biking the coastal trails, training in Kuk Sool Won in,
a Korean Martial Art in which he holds a Brown Belt, and exploring
local beaches. Rick is also an avid San Jose Sharks and San Francisco
Giants fan.
Rick is passionate about strengthening Half Moon Bay as a community
for the families that live here, work here, and play here. Half Moon
Bay is an amazing place, and Rick is certain that it can be even better
if we put our citizens first and ensure that the political agenda
serves them at its core.

Much of my last term on the Council was spent on damage control; with developers; with unfunded park purchases; and with staff and service reductions, all while trying to achieve fiscally sound solutions for problems created by others. Resolutions for these issues may not be perfect, but they are workable and maintain our continued viability and ability to move forward and keep our community whole.
There have been many improvements made to the facilities of the Cabrillo Unified School District. Working with Friends of the Boys & Girls Club and CUSD, I was able to assist with the permitting process for the rebuilding of the baseball complex, improvements to the softball fields, roller hockey rink and Cunha renovation. I am proud of the cooperation between the city and school district.
I conclude this term, however, knowing I was instrumental in securing $2,000,000 for pedestrian/bike trails, securing additional funding to complete the Highway 92 improvements, securing grants toward building new police and library facilities, initiating the first discussions with POST regarding the problems related to the City purchase of Stone Pine Park, helping coordinate efforts between the City, donors and local senior advocates to develop a comprehensive senior campus, obtaining a share of Federal stimulus funds for capital projects, all while implementing Measure D.
In the upcoming term my goals include updating the elements of the general plan, and conforming zoning ordinances to the general plan, insuring fluidity of the process and the continued transparency and responsiveness to the community.

the Burnham Strip
but rather
• Use existing easements to develop a storm water drainage system
• Work toward special district consolidation on the Coastside for greater economies of scale and to improve management of the coastal environment

I have been following the activities of the Granada Sanitary District, as a 16 year resident of El Granada, and I am concerned. I believe that the current board has strayed too far of course and that's why I am running for this office. The Board should focus on solving sewage problems, like fixing the wet weather overflow that is poluting our ocean. Also the Board's majority desires to purchase open space land, which is not an appropriate way to use sewer tax funds especially in this period of economic recession.
Being an ICU nurse by profession I have a science and health background
that will be benefirical if elected. As a mother of three, I have
been involved in local community activities, including the PTA.
If elected I pledge to make the Granada Sanitary District Board work
as it was intended.
BIO
I have been living in El Granada for 16 years. I have a BS in nursing
and work part time as a nurse and also as a mother to 3 teenagers.
I have worked at San Francisco General Hospital in the Neuro/Truaum
ICU for the last 22 y ears.
I have been invovled in supporting the Cabrillo Unified School District
first at El Granada Elementary, where I was the fundraising chair,
and later working with the CUnha Ed Fund and Athletic Boosters.
I have been married 23 yeras to Tom McCaffrey and we own a small construciotn
Company. Tom has completed many residential projects all over the
Bay Area.
